I have tried this a million different ways but it wont allow me to edit it keeps saying error load state please help me im about to start pulling out hair TT_TT

Hi.
Do you know if this method works with saves set in sega rom cartridge? I set my saves in rom cartridge when using retroarch with genesis plus GX but when following the step by step all characters appears without name and as a soldier.
Actually I need know if it will be able to add the museum ticket from battle 5(book 2) to my inventory.... I forgot to get it.. I think without this item I cant go to book 4 =/
