I dont know if its a stupid question, but a hack made for a expanded rom with the caravan can be published in genesis collection on steam?

No. The expanded rom is still based on the core programming of SF2 and is therefore property of Sega. You can't sell it. Unless I'm misunderstanding your question.

Yes, you misundestood, im dont want to sell it, but now we can publish rom hacks on steam.
Anyone know if we can? if not its possible to revert a hack to work with a 2mb rom?

Wow. That's actually really cool. So Sega is now actively encouraging hacking?

So at least I can be a little bit helpful by saying that some 4mb hacks can be converted back to 2mb, but most cannot. The rom size was enlarged so that more information could be stored. If the hack required that additional information then it would be impossible to convert it back. It's worth adding that I don't actually know how one would convert back to 2mb, but in theory it would be possible for certain hacks, and impossible for others.

i dont know if the rom has to be a certain size. this guide below tells how to upload them though. couldn't hurt to try.

Is there any update on this? The ROM expansion requires doing some odd stuff to the save mapper, and SEGA's emulators, well, I don't quite trust them.

I've been able to upload 4MB roms of SFI to the workshop and have had no issues reported (yet)
