I was wondering how this got resurrected, old topic is old, but in re-reading... I can shed some light on this:

Seriously, the AI in these games is really terrible.
The A.I. in RotDD will do whatever it can to avoid each member of the shining Force, except when it comes to the Leader. They have a sort pf 'priority list' that they run through each turn, and if they can find a path to get close to the leader, but avoid any direct conflict with other members, they will, unless another force member is high enough on their priority list.
Once upon a time I had a list of priorities, but it's easy enough to figure out, With any stat altering spell in RotDD, like the Attack spell, When you cast it, the game will auto-target the highest available party member based on the priority list. Which is something like:
Leader
Anri
Alef
Tao
Khris
Narsha
Lowe
Gong
Torasu
etc
etc
etc... After this point it gets harder to determine who has more or less priority, but its usually not enough to draw any enemy attacks. Only the Mages and Healers have enough priority to sway the enemies movement towards the Leader.
The reason the A.I. will not engage anyone but the leader is because once the enemy is locked in a battle that is 1 square away, (most all of the physical attacks are a 1 square attack range) The A.I. CANNOT move from that square until the force member(s) are removed from the square, either by being defeated, or the player moving them elsewhere.
I tested this out with a few different enemies with the same approach, Mawlock, or anyone really, standing on the square next to any given enemy, and the Leader having 1 HP, and being just 1 step outside the enemies attack range, if the AI could just move ONE STEP, my leader would be killed, but alas, they will not move until the space is free.
(unlike Shining Force 1, 2, hell ANY shining game, where the enemy will move however it sees fit)
